He spent the first 19 years of his career as a volunteer fireman with Bristol Station 53, where he worked for a total of 30 years. Joe was the one who organized the very first dive rescue squad in the state of Pennsylvania, which was responsible for the establishment of underwater emergency search and recovery operations.
